We were advised to contact the National Planning Casework Unit and request a call in. 

We are happy to contact the NCPU as we've been advised to - and we do think the disregard of the Local and Neighbourhood plans are matters of wider interest - but it is not very likely to be successful as the NCPU remit is limited to issues of National and wider importance (rather than the detail of whether proper procedures have been followed) and only call in a handful of cases a year.  This also has to be a priority action as there's a three week timescale to request the call in.
